Mercedes traced Russell's qualifying problem to power-unit code that used too much battery energy early in the lap, leaving him short of deployment on the approach to Spa's final chicane.
A separate software error reduced energy harvesting on both Mercedes cars during the opening lap. The team has introduced countermeasures before the Hungarian Grand Prix to prevent the problems recurring.
