Peter Bayer, Ayao Komatsu and James Vowles questioned whether refuelling would improve racing. Bayer said previous analysis found that it shifted much of the overtaking into the pit lane.

Komatsu argued that refuelling makes races harder for spectators to follow, while Vowles said fuel loads would make pit-stop timing more predictable and reduce strategic uncertainty.
